B.Tsogtbayar was born in Bayan-Uul soum of Dornod aimag in 1993. He completed his secondary schooling at the general education school in the soum in 2010, and graduated from the School of Linguistics of the Mongolian National University as a journalist in 2014. 
Tosgtbayar first worked as a journalist with the “Tod Medee” (Clear News) Department of “ETV-HD” TV center from 2014 to 2019, then worked in the Social and Operative Information Department of the “Ündesnii Shuudan” (National Post) newspaper from 2019 to 2020, and since 2020, he has worked, first as a correspondent, and is now heading the Broadcast and Commentator’s Department of “Ergelt.mn” news site. 
In 2022, his investigative features, reports, and political reviews were published in the serial “Circulating Library” and his writings have also been published in a book on portraits called “The State of Times” and also in Volume 88 of “Best Mongolian Features.”
